You will have to spend at least nine years on this level before you can advance to the next stage. After this rank is the junior administrative grade where you get pay rice and additional responsibilities. In order to get to the top of this ranks, you should be able to have some skills necessary. You should be a good leader. You should know more about the population that you will be representing and how to deal with the different issues that they might be facing.
